Local taxes against single-use plastics… and Munich’s path to it

Tübingen set an example: Most recently, the Higher Administrative Court classified the collection of a municipal packaging tax there as lawful. Other municipalities are following suit, including the city of Munich. A corresponding application has been submitted there, because in the fight against increasing littering, the taxation of reusable packaging and dishes is becoming increasingly relevant for municipalities. Attempts such as the one in Tübingen show that a local packaging tax can work in practice.
Skeptics argue that municipal “isolated solutions” hinder a comprehensive strategy rather than promote it. Can the Tübingen model be transferred to a metropolis like Munich? What obstacles need to be overcome? And is the future of plastic regulation at the local level?
